Adopted in 1998 and revised in 2018, the AFCO Constitution provides the legal and organizational framework for the Council’s operations, defining membership rights, governance structures, and the processes that ensure accountability and transparency.
At the founding conference in Durban, South Africa, the need for a continental governing framework was established. Senanu Quacoe Wossinu was mandated to draft the maiden constitution of AFCO.
The inaugural constitution was formally adopted during AFCO’s inauguration in Abuja, Nigeria. This document established the foundational structures, membership categories, and governance principles that guided the organization through its formative years.
In Dar es Salaam, Tanzania, AFCO adopted a comprehensive revised constitution. This landmark document established the AFCO Foundation, formalized subcommittees, introduced fellowship programs, and strengthened governance structures to meet the growing needs of the organization.
The 2018 constitution remains in effect, with amendments and refinements adopted at subsequent Annual General Meetings to ensure the framework remains responsive to the evolving needs of African optometry.
The core articles that define AFCO’s purpose, structure, and operations
The organization shall be known as the African Council of Optometry (AFCO), established as a supranational body representing optometric associations across the African continent.
To provide universal eye health and vision care on the African continent and beyond with high quality and equity; to advocate for and facilitate the development, enhancement, and coordination of quality eye health and vision care.
Promote communication among member councils, represent African optometry globally, protect visual welfare, maintain professional standards, facilitate public engagement, and protect collective membership interests.
Full membership is open to national optometric associations in African countries. Associate and affiliate memberships are available for institutions, organizations, and individuals supporting AFCO’s mission.
AFCO is governed by the General Assembly, Executive Board, and Secretariat. The President, Secretary General, and Treasurer General constitute the core leadership, supported by subcommittees.
The General Assembly is the supreme decision-making body, comprising all member nations. It meets annually at the AFCO Annual General Meeting to set policy, elect leadership, and approve strategic direction.
The Executive Board provides strategic leadership between General Assemblies, ensuring implementation of policies and overseeing the organization’s operations.
Standing committees including Education, LRS (Legislative & Regulatory), Public Health, Conference, and Finance provide specialized expertise and drive initiatives aligned with AFCO’s objectives.
Constitutional amendments require a two-thirds majority vote of member nations present at the Annual General Meeting, ensuring stability while allowing for evolution.
